CITY COUNCIL MEETING TUESDAY May 10, 2011 7:00 P.M.
Mayor Delton Thorson called the regular meeting of the Augusta City Council to order at 7:00 p.m. Present were council members Lynette Richards, Steve Peterson, Mike Canaday, and Corey Bauch. Also present were Mike Mosley, Kim Krueger and Cynthia Anderegg. Absent: Don Kamrowski.

Pledge of Allegiance

APPROVAL OF AGENDA
Motion by Peterson seconded by Canaday to approve the agenda. Motion carried.

APPROVAL OF MINUTES
Motion by Richards seconded by Canaday to approve the minutes of the April 19, 2011 re-organizational council meeting. Motion carried.

PUBLIC COMMENT None.

APPROVAL OF DEPARMENT REPORTS
Motion by Peterson seconded by Richards to approve the Treasurer’s Report. Motion carried.
Motion by Richards seconded by Peterson to approve the Police Report. Motion carried.
Motion by Richards seconded by Peterson to approve the Senior Center Report. Motion carried.
Motion by Richards seconded by Canaday to approve the Library Report. Motion carried.
Motion by Richards seconded by Canaday to approve the Public Works Report. Motion carried.
Public works superintendent, Kim Krueger, informed the council that the culverts on Hudson Street need replacing. Plastic culverts would most likely last longer and by him and his crew doing the work would reduce the cost.

CONSIDER RESOLUTION 2011-04 TO APPROVE CMAR ANNUAL REPORT Motion by Richards seconded by Peterson to approve resolution 2011-04 approving the annual CMAR report. Motion carried.

AUTHORIZE MAYOR AND CLERK TO SIGN ADDITIONAL LOAN AND GRANT DOCUMENTS REGARDING WASTEWATER TREATMENT PLANT PROJECT Motion by Peterson seconded by Richards to approve the Mayor and Clerk to sign additional loan and grant documents regarding the wastewater treatment plant project. Motion carried. Motion by Richards seconded by Peterson to authorize Mayor Thorson to sign Amendment #2 to Owner-Engineer Agreement. The amendment is to cover additional services to be performed by engineer (Davy Engineering) and modifications to payments to the engineer. The described modifications are design revisions to convert oxidation ditch to EBNR, increase energy efficiency and expand control building. Motion carried.

DISCUSS AND CONSTDER LETTER FROM WPPA PERTAINING TO POLICE OFFICER WAGES. Motion by Peterson seconded by Canaday to give a wage increase of $0.53 per hour to Officer Lance Maske in order to bring his wage rate current in relation to other offices in the department. Votes 2 aye, 1 nay, 1 abstained. Motion carried.

OPEN BOOK AND BOARD OF REVIEW SCHEDULED FOR MAY 25TH AND JUNE 1ST RESPECTIVELY Corey Bauch, Delton Thorson, and Lynnette Richards plan to attend Board of Review from 1:00 p.m. – 3:00 p.m.

APPROVAL OF PICNIC LICENSE APPLICATIONS Motion by Richards seconded by Peterson to approve picnic license applications for the Augusta Athletics baseball league for May 6th & 7th, 21st, June 1st, 3rd, 5th, 8th, and 15th. Motion carried.

APPROVAL OF BARTENDER LICENSES Motion by Richards seconded by Peterson to approve bartender license for Betty Colburn. Motion carried.

ADJOURNMENT
Motion by Canaday seconded by Bauch to adjourn the meeting. Motion carried.
