CITY COUNCIL MEETING TUESDAY MARCH 21, 2017 7:00 P.M.
Mayor Delton Thorson called the regular meeting of the Augusta City Council to order at 7:00 p.m. Present were council members Tom Crowe, Lynette Richards, Jason TePaske, and Mike Canaday. Also present: Cynthia Anderegg, Kim Krueger and Mike Mosley. Absent: Ken Hicks.

APPROVAL OF AGENDA Motion by Richards seconded by Canaday to approve the agenda. Motion carried.
APPROVAL OF MINUTES
Motion by Richards seconded by TePaske to approve the February 14, 2017 regular council meeting minutes. Motion carried.
PUBLIC COMMENT None
APPROVAL OF DEPARMENT REPORTS
Motion by Crowe seconded by Richards to receive the Treasurer’s Report. Motion carried.
Motion by Richards seconded by TePaske to approve the Police Department Report. Motion carried. Motion by Richards seconded by Canaday to approve the Senior Center Report. Motion carried.
Motion by Crowe seconded by Richards to approve the Library Report. Motion carried.
Motion by Richards seconded by Crowe to approve the Public Works Department Report. Motion carried.
CONSIDER REQUEST BY UNITED WAY O THE GREATER CHIPPEWA VALLEY THAT THE CITY OF AUGUSTA PARTICIPATE IN AND INSTALL A “BORN LEARNING TRAIL” IN THE CITY – KATHY COOPER, UNITED WAY OF GREATER CHIPPEWA VALLEY
Motion by Richards seconded by TePaske to authorize Public Works Superintendent, Kim Krueger, to work with United Way to choose location and plan layout of the “Born Learning Trial”. Motion carried.
Motion by Richards seconded by Crowe to appoint Jason TePaske as community relations liaison in charge of recruiting sponsors and volunteers. Motion carried.
CONSIDER REQUEST TO USE BUCKMAN ST PARKING LOT FOR THE “ROLL INTO AUGUSTA” EVENT ON SEPTEMBER 22ND – 24TH SPONSORED BY UNITED CEREBRAL PALSY – KEN ZICH Motion by Richards seconded by TePaske to approve the use of the Buckman St parking lot on September 22nd – September 24th for the United Cerebral Palsy Event. Motion carried.
DISCUSS AND CONSIDER FIRST BAPTIST CHURCH’S LETTER TO THE CITY REGARDING THE CITY POSSIBLY TAKING OWNERSHIP AND RELACATION OF THE HISTORICAL CHURCH BUILDING Members of the community and church parish voiced their opinions on the matter of the church building being removed from its current location. Mayor Thorson stated that the City cannot interfere with the operations of the church. No motion was made regarding the City taking ownership of the church building.
DISCUSS OPPORTUNITY OF IMPLEMENTING NEW POLICE REPORTING SOFTWARE WITH NEIGHBORING JURISDICTIONS Chief Mosley informed the council about the new report writing software proposed by the Eau Claire Communications Center. This will enable the Augusta police Department to more easily communicate and share information with other counties such as Dunn, Chippewa and Eau Claire. The annual fee is based on the number of computers, mobile data terminals, and radio frequencies used. No motion was made.
DISCUSS AND CONSIDER SEWER RATE INCREASE AND EFECTIVE DATE
Motion by Richards seconded by Crowe to increase the volume usage rate by $0.75 per 1,000 gallons bringing the volume charge to $7.36 per 1,000 gallons starting with the second quarterly billing period in 2017. The council will revisit the sewer rates in 2018. Motion carried.
UPDATE ON CITY OWNED RENTAL PROPERTY
The renters have been keeping up with payments as per the agreements made in February 2017. Attorney Wilcox has filed for small claims for past due rent against Bernard Buttke. The hearing is set for April 18, 2017.
DISCUSS CITY’S CURRENT WEBSITE AND POSSIBLE FUTURE PLANS
The current website host, Town Web Design, can update the city website to make it mobile phone and user friendly and will allow for future updates as technology changes. The one-time fee also includes redesigning the website’s overall appearance. No motion was made.
APPROVE BARTENDER LICENSE APPLICATIONS
Motion by Richards seconded by Crowe to approve the bartender’s applications for Kaylaann Mirkin and Luke Johnson, Express Mart. Motion carried.
