CITY COUNCIL MEETING TUESDAY JUNE 14, 2011 7:00 P.M.
Mayor Delton Thorson called the regular meeting of the Augusta City Council to order at 7:00 p.m. Present were council members Lynette Richards, Steve Peterson and Corey Bauch. Also present were Kim Krueger, Mike Mosley and Cynthia Anderegg. Absent: Mike Canaday and Donald Kamrowski

APPROVAL OF AGENDA Motion by Peterson seconded by Richards to approve the agenda. Motion carried.
APPROVAL OF MINUTES
Motion by Richards seconded by Peterson to approve the minutes of the May 10, 2011 city council meeting. Motion carried.
PUBLIC COMMENT Roger Guse made a request to the City Council to consider hiring two public works employees; one to replace Mike Rosentreter due to retirement and the second to add an additional employee to the public works crew.
APPROVAL OF DEPARMENT REPORTS
Motion by Richards seconded by Peterson to approve the Treasurer’s Report. Motion carried.
Motion by Richards seconded by Peterson to approve the Police Report. Motion carried.
Motion by Bauch seconded by Richards to approve the Senior Center Report. Motion carried.
Motion by Richards seconded by Bauch to approve the Library Report. Motion carried.
Motion by Peterson seconded by Richards to approve the Public Works Report. Motion carried.
Kim Krueger informed the council that 18 applications were received for the public works position. He will begin interviews on June 15th. Wages will be determined by the candidates work experience and will follow the current union contract. Motion by Richards seconded by Peterson to set the maximum wage at $18.40 per hour. Motion carried.
AYER’S UPDATE ON TIF#4 IMPROVEMENTS – GREG ADAMS Greg Adams from Ayer’s informed the council on the progress of the TIF#4 Improvements.
DISCUSS AND CONSIDER APPROVAL OF PAY REQUEST #5 AND CHANGE ORDER #3 – McCABE CONSTRUCTION – TID#4 UTILITY IMPROVEMENTS Motion by Richards seconded by Bauch to approve pay request #5 in the amount of $66,181.27 for the TID #4 Utility Improvement. Motion carried. Motion by Richards seconded by Bauch to approve change order #3 in the amount of $(24,736.15) for the TID #4 Utility Improvement. Motion carried.
DISCUSS AND CONSIDER APPROVAL OF PAY REQUEST #3 – McCABE CONSTRUCTION – RAILWAY AVE. IMPROVEMENTS Motion by Richards seconded by Bauch to approve pay request #3 in the amount of $22,363.21 for the Railway Ave. Improvement. Motion carried.
DISCUSS AND CONSIDER ANNUAL CHARGES FOR USE OF BRIDGE CREEK DUMPSITE Motion by Richards seconded by Peterson to approve payment of $3,000.00 to the Town of Bridge Creek for the use of the Bridge Creek dumpsite. Motion carried.
APPROVE THE RENEWAL OF LIQUOR AND BEER LICENSE APPLICATIONS Motion by Peterson seconded by Richards to approve the Class “B” fermented malt beverage and “Class B” Intoxicating Liquor Licenses for Augusta Lions Club. Motion carried. Motion by Richards seconded by Peterson to approve the Class “B” fermented malt beverage and “Class B” Intoxicating Liquor Licenses for Scott Mayer, operating as sole-proprietor, d/b/a The Ball Club. Motion carried. Motion by Richards seconded by Peterson to approve the Class “B” fermented malt beverage and “Class B” Intoxicating Liquor Licenses for Paula Mullins, d/b/a Mulligan’s. Motion carried. Motion by Richards seconded by Bauch to approve the Class “B” fermented malt beverage and “Class B” Intoxicating Liquor Licenses for Mitchell Balliett, Buddha’s Bar LLC. Motion carried.
Motion by Richards seconded by Bauch to approve the Class “A” fermented malt beverage licenses for J&S Sales of Chippewa Falls, d/b/a Express Mart. Motion carried. Motion by Bauch seconded by Richards to approve the Class “A” fermented malt beverage licenses for Gordy’s County Market, d/b/a Gordy’s Augusta Foods Inc. Motion carried.
APPROVE AGENTS ON LIQUOR LICENSE APPLICATIONS
Motion by Richards seconded by Bauch to approve David Balliett as agent for Augusta Lions Club and Buddha’s Bar ,Vicki Olson as agent for Express Mart, and Rock Selvig for Gordy’s Augusta Foods. Motion carried.
APPROVE CIGARETTE LICENSE APPLICATIONS
Motion by Richards seconded by Bauch to approve cigarette license applications for The Ball Club, Express Mart and Gordy’s Augusta Foods. Motion carried.
APPROVE BARTENDER LICENSE APPLICATIONS
Motion by Richards seconded by Peterson to approve all the bartender license applications for the Augusta/Bridge Creek Fire Dept. Motion carried. Motion by Richards seconded by Peterson to approve all the bartender license applications for Mulligan’s. Motion carried. Motion by Richards seconded by Bauch to approve all the bartender license applications for The Ball Club. Motion carried. Motion by Richards seconded by Bauch to approve all the bartender license applications for Buddha’s Bar. Motion carried. Motion by Richards seconded by Bauch to approve all the bartender license applications for Express Mart. Motion carried. Motion by Richards seconded by Peterson to approve all the bartender license applications for the Augusta Lion’s Club. Motion carried. Motion by Richards seconded by Bauch to approve all the bartender license applications for Gordy’s Augusta Foods. Motion carried.
APPROVE PICNIC LICENSE APPLICATIONS – AUGUSTA ATHLETICS GAMES FOR Motion by Peterson seconded by Bauch to approve Augusta Athletics games for June 18th and July 6th, 9th and 10th, 13th, and 20th. Motion carried.
APPROVE PICNIC LICENSE APPLICATION FOR AUGUSTA LIONS CLUB – BEAN AND BACON DAYS Motion by Peterson seconded by Bauch to approve picnic license application for Augusta Lions Club. Motion carried.
WAIVE OPEN CONTAINER ORDINANCE FOR SUNDAY, JULY 4, 2010, FROM 8:00 A.M. TO 5:00 P.M. Motion by Bauch seconded by Richards to waive the open container ordinance. Peterson voted no. Motion carried.
APPROVE LICENSE FOR FIREWORKS DISPLAY FOR LION’S CLUB – BEAN AND BACON DAYS – JULY 1ST THROUGH JULY 4TH Motion by Richards seconded by Bauch to approve the license for fireworks display. Motion carried.
JULY 6, 2011 JOINT CITIES MEETING – CITY OF EAU CLAIRE
DISCUSS AND CONSIDER THE EFFECTIVE DATE OF THE WAGE INCREASE FOR OFFICER MASKE Motion by Richards seconded by Bauch to make the wage increase effective as of the May 10, 2011 council meeting. Motion carried.
