February 8, 2011 Minutes

CITY COUNCIL MEETING TUESDAY FEBRUARY 8, 2011 7:00 P.M.
Mayor Delton Thorson called the regular meeting of the Augusta City Council to order at 7:00 p.m. Present were council members Donald Kamrowski, Lynette Richards, Steve Peterson, and Christine Lee. Also present were Mike Mosley, Kim Krueger and Cynthia Anderegg. Absent: Mike Canady.

Pledge of Allegiance

APPROVAL OF AGENDA
Motion by Peterson seconded by Kamrowski to approve the agenda. Motion carried.

APPROVAL OF MINUTES
Motion by Richards seconded by Lee to approve the minutes of the January 11, 2011 council meeting. Motion carried.

PUBLIC COMMENT Kathy Doughty inquired about property improvements at 324 N. Spring St and a property on W. Brown St. The N. Spring St. property will be re-addressed at the regular April council meeting and the W. Brown St. property is being handled through Eau Claire County.

APPROVAL OF DEPARMENT REPORTS
Motion by Peterson seconded by Kamrowski to approve the Treasurer’s Report. Motion carried.
Motion by Richards seconded by Lee to approve the Police Report. Chief Mosley mentioned that due to new State policies, the police department will be charged $7.00 for each background check request not related to police investigations. Such background checks include requests for outside party employees and bartender’s license. It was suggested to pass the cost on to the party making the request. This would not include charging the Fire Dept as this would be an in-kind service. Motion carried.
Motion by Richards seconded by Kamrowski to approve the Senior Center Report. Director, Barb Pritzl asked the council to contribute funds toward remodeling the Senior Center kitchen. The kitchen is in need of new cabinets and fixtures. The facility is not only used by the Senior Center employees but also customers that rent the facility for private gatherings The Senior Center Board had planned to fund the project but had less money available then was anticipated. The City Council will revisit this request later this year when discussing the 2012 budget. Motion carried.
Motion by Peterson seconded by Lee to approve the Library Report. Motion carried.
Motion by Richards seconded by Lee to approve the Public Works Report. Motion carried.

KYLE DIMMIT- REQUEST TO USE MEMORIAL FIELD FOR 2011 CAR SHOW DURING JULY BEAN & BACON DAYS Kyle Dimmit was present to make the request. Motion by Peterson seconded by Kamrowski to permit the use of Memorial Field for the 2011 car show during the July Bean & Bacon Days. Motion carried.

CONSIDER PROCLAMATION SUPPORTING THE PARENTS WHO HOST LOSE THE MOST CAMPAIGN Motion by Peterson seconded by Kamrowski to accept the proclamation supporting the parents who host lose the most campaign. Motion carried.

APPROVAL OF BARTENDER LICENSES None




MOVE TO CONVENE INTO CLOSED SESSION PURSUANT TO WISCONSIN STATUTES 19.85(1)(C) CONSIDERING EMPLOYMENT, PROMOTION, COMPENSATION OR PERFORMANCE EVALUATION DATA OF ANY PUBLIC EMPLOYEE OVER WHICH THE GOVERNMENTAL BODY HAS JURISDICTION OR EXERCISES RESPONSIBILITY. AT THE END OF CLOSED SESSION, THE BOARD WILL BE GOING BACK INTO OPEN SESSION. Motion by Kamrowski seconded by Peterson to go into closed session. Roll call vote: Ward 1 – yes, Ward 2 – no, Ward 3 – yes, Ward 4 – absent, Ward 5 – no. Mayor Thorson voted yes to break the tie. Motion carried.

MOVE TO RETURN TO OPEN SESSION Motion to return to open session taken by roll call vote. All were in favor. Motion carried.

ACTION, IF ANY, REGARDING MATTERS DISCUSSED IN CLOSED SESSION No action taken.

ADJOURNMENT
Motion by Lee seconded by Canaday to adjourn the meeting.
