CITY COUNCIL MEETING TUESDAY FEBRUARY 14, 2017 7:00 P.M.
Mayor Delton Thorson called the regular meeting of the Augusta City Council to order at 7:00 p.m. Present were council members Tom Crowe, Lynette Richards, and Mike Canaday. Also present: Cynthia Anderegg. Absent: Jason TePaske, Ken Hicks, Kim Krueger and Mike Mosley

APPROVAL OF AGENDA Motion by Richards seconded by Canaday to approve the agenda. Motion carried.
APPROVAL OF MINUTES
Motion by Richards seconded by Canaday to approve the January 10, 2017 regular council meeting minutes. Motion carried.
PUBLIC COMMENT Citizen, Kathy Doughty, asked that everyone keep the council members that are due to have surgery in their thoughts and prayers.
Corey Bauch asked if the area by the N. Stone St. basketball court is still used as an ice skating rink during the winter. The council confirmed that it is flooded for ice skating.
APPROVAL OF DEPARMENT REPORTS
Motion by Richards seconded by Crowe to receive the Treasurer’s Report. Motion carried.
Motion by Crowe seconded by Richards to approve the Police Department Report. Motion carried. Motion by Richards seconded by Canaday to approve the Senior Center Report. Motion carried.
Motion by Richards seconded by Crowe to approve the Library Report. Motion carried.
Motion by Richards seconded by Canaday to approve the Public Works Department Report. Motion carried.
DISCUSS CITY’S CURRENT WEBSITE AND POSSIBLE FURTURE PLANS
The City’s website is not smart phone friendly and outdated. The website is currently hosted by Town Web Design, the clerk will investigate updating the site.
DISCUSS AND CONSIDER ANIMAL CONTROL AND IMPOUND AGREEMENTS WITH OSSEOS-AUGUSTA VETERINARY CLINIC AND EAU CLAIRE COUNTY HUMANE ASSOCIATION The Eau Claire County Humane Association will direct a citizen with a stray animal to the Augusta Police Dept. If a City of Augusta stray is turned in, the Police Dept. will be contacted and will have 24 hrs to pickup & transport to Osseo Vet clinic. The City will be billed for boarding and euthanize fees for unclaimed strays. The Osseo-Augusta Veterinary Clinic will board starys brought in by the Augusta Police Dept. or authorized person from the City for up to 7 days. Motion by Richards seconded by Crowe to continue with Eau Claire County Humane Association current services and to approve the renewal contract with Osseo-Augusta Veterinary Clinic. Roll call vote: Ward 1, yes; Ward 2, yes; Ward 3, Absent; Ward 4, yes; Ward 5, Absent. Motion carried.
UPDATE ON CITY OWNED RENTAL PROPERTY
As per the motion from the January 10, 2017 City Council meeting, a letter was sent to Bernie Buttke to make arrangements to pay the past due rent by February Council meeting or a judgement would be filed. No payment nor arrangements have been made by February 14th. The Council has instructed the clerk to have the City Attorney file legal action seeking judgement to collect the past due rent in the amount of $7,600.
A letter was sent to Mr. Lone (East Library apartment), a payment arrangement is in place, and payments have been made.
Corey Bauch and Chad Johnson rent the West Library apartment for office space and have paid for the remodel and repairs in lieu of rent. They have started paying rent as of January 2017 and request the council not increase the rent due to the costs they paid for the repairs. The council will review the utility costs of both apartments and consider increasing the rent in order to cover the costs of the utilities the City incurs for the apartments.
COMBINE WARDS 1 AND 2 FOR SPRING ELECTION
Motion by Crowe seconded by Richards to combine wards 1 and 2 for the Spring Election. Motion carried.
RESOLUTION TO CHANGE POLL WORKERS FROM 7 TO 3 FOR FEBRUARY SPRING PRIMARY ELECTION Motion by Richards seconded by Canaday to change poll workers from 7 to 3 for the February Spring Primary election. Motion carried.
APPROVE BARTENDER LICENSE APPLICATIONS
Motion by Richards seconded by Crowe to approve the bartender’s application for Steve Bertram, Express Mart. Motion carried.
ANNOUNCE AND DISCUSS UPCOMING MEETINGS AND EVENTS
EDC Annual Luncheon of February 20th.
Motion by Canaday seconded by Crowe to adjourn the meeting.
