CITY COUNCIL MEETING TUESDAY DECEMBER 13, 2016 7:00 P.M.
Mayor Delton Thorson called the regular meeting of the Augusta City Council to order at 7:00 p.m. Present were council members Tom Crowe, Lynette Richards, Jason TePaske, and Mike Canaday. Also present were Kim Krueger, Mike Mosley and Cynthia Anderegg. Absent: Ken Hicks

Pledge of Allegiance

APPROVAL OF AGENDA Motion by Richards seconded by Crowe to approve the agenda. Motion carried.

APPROVAL OF MINUTES
Motion by Richard seconded by TePaske to approve the November 9, 2016 regular council meeting minutes and the December 1st Budget Hearing minutes. Motion carried.

PUBLIC COMMENT None

APPROVAL OF DEPARMENT REPORTS
Motion by Richards seconded by Crowe to receive the Treasurer’s Report. Motion carried.
Motion by Richards seconded by Canaday to approve the Police Department Report. Motion carried. Chief Mosley discussed the new load bearing body armor carrier. Policy to prorate the cost of new body armor over a 3 year period to a full-time officer if the officer leaves employment with the city after the body armor is purchased.
Motion by Crowe seconded by Canaday to approve the Senior Center Report. Motion carried.
Motion by Crowe seconded by TePaske to approve the Library Report. Motion carried.
Motion by Richards seconded by Canaday to approve the Public Works Department Report. Motion carried.

DISCUSS AND CONSIDER AUGUSTA SCHOOL DISTRICT PROPOSAL FOR PARTNERSHIP WITH AUGUSTA AREA POLICE DEPARTMENT Chief Mosley is in discussions with Augusta Schools Superintendent, Ryan Nelson, to arrange a feasible schedule that will benefit the school and fit into the City budget and police department schedule. No motion was made.

REMOVE FROM TABLE AND CONSIDER APPROVING SENIOR CENTER FACILITY FUNDING AGREEMENT AND TITLE III-C FUNDING AGREEMENT Motion by Richards seconded by Canaday to remove from table. Motion carried.
Motion by Richards seconded by Crowe to approve the 2017 Senior Center Facility Funding Agreement from Eau Claire County for $30,000 and the Title III-C Funding Agreement for $7758. Roll Call vote: Ward 1, yes; Ward 2, yes; Ward 3, yes; Ward 4, yes; Ward 5, absent. Motion carried.

DISCUSS AND CONSIDER INDEPENDENT AUDITOR ENGAGEMENT FOR THE YEAR ENDED 2016. Motion by Richards seconded by Crowe to approve the Independent Auditor Engagement from Clifton Larson Allen LLP for the 2016 year-end audit for $24,500. Roll call vote: Ward 1, yes; Ward 2, yes; Ward 3, yes; Ward 4, yes; Ward 5, absent. Motion carried.

APPROVE BARTENDER LICENSE APPLICATIONS
None


ANNOUNCE AND DISCUSS UPCOMING MEETINGS AND EVENTS
None
Move to convene into closed session pursuant to Wisconsin Statutes 19.85(1)(c) considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The purpose is to discuss employee compensation. At the end of closed session, the board will be going back into open session. Motion by Richards seconded by Canaday to convene into closed session. Roll Call vote: Ward 1, yes; Ward 2, yes; Ward 3, yes; Ward 4, yes; Ward 5, absent. Motion carried.

MOVE TO RETURN TO OPEN SESSION.
Motion by Richards seconded by Canaday to return to open session. Roll Call vote: Ward 1, yes; Ward 2, yes; Ward 3, yes; Ward 4, yes; Ward 5, absent. Motion carried.

ACTION, IF ANY, OF MATTERS DISCUSSED
Motion by Richards seconded by TePaske to approve both the police department’s and public works department’s recommendations as presented by the department heads for employee compensation for the 2017 budget year. Motion carried.

ADJOURNMENT
Motion by Richards seconded by Canaday to adjourn the meeting.
